Finland's state gambling monopoly Veikkaus has introduced a tiered system of age-based loss checkpoints and annual caps meant to flag risky spending earlier among younger players. Under the new rules, 18-19 year-olds face an 8,000-euro annual loss limit with a warning at 4,000 euros, while customers 25 and older lose their fixed annual ceiling but get an alert at 24,000 euros. The overhaul is part of Veikkaus's preparation for Finland opening its gambling market to licensed private operators in 2027.
